The base game or the patch? Not surprised about the base game considering how much detail modern games have and how large textures have gotten; however it sounds like the patch size is a Microsoft problem, not the devs.
4k assets aren’t exactly small, and the game will still have lower res assets to support older rendering resolutions. There might be some trimming that can be done to remove unused assets and download vs install size with asset packing/unpacking.
I fully expect to see more games have these sizes as worlds become more involved, in depth character design, and enemy design.

Sure it’s a bit crazy, but it’s really not as crazy as you seem to feel. That’s just the way expansive, fancy gfx games are going.
It is crazy and it should absolutely not be the norm. You can make a game look just as great on half, or even quarter of the disk space.
